I should try running SFC /scannow to verify the 'health' of the WINXP file
system. It may help you to reinstall SR. However, if my experience and
that of others is a guide you won't be able to fix your problem without
reinstalling WINXP. I haven't tried to do a 'repair' but someone else who
had a similar problem told me they did but the problem remained.
I use ERUNT and GoBack, plus imaging; likely 'belt and braces and more',
but at least I know I can easily recover from a Registry problem.

The 'standard' method of fixing System Restore (SR) problems a
1. Check only the C drive, or the drive on which the OS is installed
is
being monitored by SR
2. Turn off SR, reboot then turn SR back on for the C drive (see1)
3. If " does not fix problem then go to Windows\inf and find sr.inf.
Right click sr.inf and select to reinstall. This will reinstall SR.
If the above doesn't fix the problem and it may not then 'join the club'!
I
have had the same problem for going on 12 months with no solution other
than
reinstalling WINXP I suppose. In my opinion System Restore simply is not
worth using due to its flawed concept, that is each Restore point is
dependent upon the previous Restore Point such that a fault will cause
the
loss of all Restore Points. I suggest you look into using ERUNT
(freeware)
