Usenet has not upgraded the standards for the headers. It is considered
extinct by most, so why bother?


Strictly speaking, that's not true.

The latest 'Netnews Article Format' RFC is RFC5536 (of November 2009)
and for many of the headers - specifically the Subject: header - that
RFC follows the header definitions of the *e-mail* 'Internet Message
Format' RFC, the latest being RFC5322 (of October 2008).

And both e-mail and NetNews RFCs implicitly include the MIME RFCs and
MIME RFC2047 defines that quoted-printable encoding of UTF-8 characters
in the Subject: header - as was done in the OP - is standard-conforming
behaviour.

But I 'agree' with you that - in general - Usenet/NetNews software -
especially older newsreaders - is not always tracking the latest
developments.

In this case it's somewhat funny that - as Zaghadka explained -,
Eternal September - i.e. a *server* - choked on the non-ASCII long
hyphen as being invalid.
