Default windows xp language chinese

thx for replying. When I looked through the posts i saw a
link to change regional language settings:

1. So why would you need to purchase XP in the language
version? I called dell and they told me go to microsoft
and download desired language pack. I'm confused by
conflicting advice.

2. Do retailers such as dell sell PCs with chinese version
of XP preinstalled? Since my friend is on a limited budget
and isnt technically savy i dont think it would be a good
idea for her to try to install another OS version.
