The actual policy is a function of the ecosystem. For example,
when they discovered too many people were running older
versions (and Windows Update was jammed), Microsoft put
an icon on the desktop of the user, "offering to update
to the next version". That icon wasn't always there. And
is Microsoft "shepherding" the user base. "Well, maybe if
they click that icon, we can move them forward."

You can find users visiting this group, for which their
Windows Update has been broken for more than a year.
And it spins in circles and tries to do the same updates
over and over and over again... Telemetry was supposed
to enable seeing this, and doing something about it.
And you can see how successful this approach is.

Microsoft set ambitious targets for themselves. The guys
at the Geek Squad, aren't out of work yet.

It must be soon.

On the Insider Edition, they've stooped to doing
point updates for the moment. My Insider install might
be at 16299.15 right now. Normally they change the
whole OS every time, so it would be 16291.0 then
16299.0 . And the last time, they bumped the existing
one to .15.

The Release Candidate is probably 16299. The release
of it must be just around the corner.

My suspicion is, when you get your update from 15063.608
or whatever it is today, first it will change to
16299.0, and then shortly after it'll do a point
release to 16299.15 or later. They are unlikely to
release 16299.15 as the DVD or Windows Update version.
And it will start at .0, using materials they've created
a week or two ago.

Once the release comes out, Microsoft hurries out
an Insider version so that the Insider doesn't
stay at 16299 for more than a few days (after the
Release one comes out). The Insider might become
16500.0 or so, while the November update you'll be
receiving will receive point updates to 16299.100
and so on. (The point release for yours will
keep advancing until the release date.)

Microsoft has already announced the date for launch
of the release, but they can of course change that
date if there are still problems with it.
