In order to boot from a USB drive you must change boot order.
Otherwise the 1st bootable drive in the list is what boots!

Unless it's a non-bootable flash drive that locks up the boot process.

Boot manager will step through the boot order list until it
encounters a bootable drive; - any non-bootable drives above the 1st
bootable drive get skipped over; - there should be no locking up of
the boot process in a normal system config!

I'd have to agree with "should be", but evidence suggests that it
ain't so.
It appears that the BIOS is waiting for something that never comes.
And it's flash drive dependent.* Some work, some don't.
I'd like to fix it so they all get skipped instead of blocking the boot.

My W10 machine has one of its USBs in 1st place, followed by its system
drive. The boot isn't blocked when there's a non-bootable stick in that
USB. Sounds to me like something is amiss in your system; - did you try
doing a repair?

Well, yes, that's the issue. MOST of my thumb drives block the boot.
Some don't. I have the same issue on a different computer with win7.
The problem goes WITH the thumb drive, not the computer or the OS.
Anything's possible, but the symptom strongly suggests that there's
something amiss with the bits ON THE THUMB DRIVE.
