Packet routing information is not metadata since it has nothing to do

what you said was that packet headers are a type of metadata, the
*opposite* of that.

The routing data is certainly about the
data-packet. In human terms, it says "This chunk of data goes along with
those other chunks of data to make up some file." Thus the packet ID
informs the data-handler what to do. That makes it metadata.
