than installing 1709 itself, then after reboot took ages to re-optimise

Same here. You are not alone. Two machines with nothing unusual
about them. No hint of 1709.

Thankfully my 1709 has just arrived, and I installed it without
trouble.

Sadly I will still have to adjust the font sizes.
