Is there any way to stop MSN Explorer from popping up every day?
I'd like to do it without running it. I don't want to encourage it.

You could try to un-install it.

Start - settings - Control panel - Add or remove programs - Add/remove
windows components (third big icon on left). In the following dialog untick
"MSN Explorer" and press the "next" button"
