Why did they even include the old W7's imaging utility if it doesn't work

It works, though not as fast or feature option availability as 3rd party
utilities.
It(Backup and Restore) is also a 12 yr. old product(first introduced in
Vista in 2006)unlike the more favored 3rd party products(e.g.Macrium and
Acronis)which providers routinely update and patch for o/s compatibility or
improvement.
