Default MS Surface: Power Off/On Options?

I'm currently using a 10" Android tablet for media consumption, but a
Surface tablet would support some software that I prefer for that
consumption.

When I long-press Power on the Android device, it throws a confirmation
dialog and "Yes" causes a total shutdown - needing a re-boot next time.

But if I short-press that button, the screen just goes blank and the tab
sort of sleeps until the button is pressed again - at which time the
screen comes back on instantly.

"Sort of sleeps" in that I can leave the device in that state all day
and only lose a few percent on the battery charge.

The Question: does the Surface tablet support similar functionality?

I'm not talking about Sleep or Hibernate - both of which take way too
long to present a usable screen. I'm talking about *instant* on.
