Default Desktop Task Bar

Float your mouse cursor right at the top edge of the task bar (until
you see a two way arrow).

Then left-mouse click and hold and drag the arrows down to the height
that you like and let go of the mouse button.

You can then right mouse click on a blank area of the task bar and
*lock the task bar* so this doesn't happen again.
