Default Major Laptop Problem

Alright, the laptop screen displays nothing when it is turned on. I hooked a
regular monitor to the laptop and I still just get a blank screen. At first
I thought it was the video card but then I was told that the user of the
laptop put it in Stand by mode before going home last Saturday evening.
Going on the assumption that it is a Stand By issue, I went ahead and
rebooted it, I still get a blank screen. I then tried disconnecting the
power cord, and taking the battery out of it and then letting it sit for a
few minutes. I then powered the laptop with just the battery only, and
still I just get a blank screen. No boot up screen, no log on, nothing.

Though you can still hear the fan in the laptop running as if the laptop was
working properly. I am really stumped on this one, I am usally pretty good
with desktops but have little experince with laptops. Does anyone have a
clue what is up with this thing? If is it is just a video card issue,
wouldn't I still hear a defult beep through the speakers when I boot up or
start typing on the keyboard? It is a government laptop and we can't take it
to the shop to have it worked on without wiping the hard drive clean (As if I
can do that with a blank scree anyway), the powers that be would perfer us
not taking that far. Though I would like to leave the idea of taking it in
only as a last resort. Can someone please help?
