Unfortunately WMV is proprietry to MS so no other programs are allowed to
compress to this format without their permission. There used to be several
free apps which could, such as old versions of VirtualDUB, but MS came all
Big Brother on them and made them take it out...
To be honest, with TMPGEnc at it's highest quality settings, you won't
visibly lose any quality... I regularly do it and can very rarely tell the
difference, and even then only on a good quality monitor... certainly not on
a TV!

Thanks for your replies.
How to compress to WMV codec 9 file directly? Compressing to mpeg2 at
first
would worsen the WMV file quality. Can the TMPGEnc compress to WMV codec 9
file directly?

Yes, but you must still recompress... Just use a very high bitrate with
TMPGEnc at it's highest quality settings...

I want to compress the VOB files to a WMV file by importing the video
to
Windows Movie Maker 2 and adding the video to the Story board and
saving
in
the WMV format. But Windows Movie Maker 2 can't import VOB files, only
mpeg2
or other files. How to import the video to the Windows Movie Maker 2?
Is
it
possible to extract the mpeg2 data from the VOB files without losing
quality
and resolution?

It's not possible to convert any video format in to any other video
format
without some form of recompression... But if it's not copyrighted,
then
just use the VOB files as they are... If you want them as mpg, then
you
must recompress as VOB, although technically mpeg2, is of a higher
resolution than normal mpeg2 and holds other data too.
All possible tutorials on how to do anything to a video file is on
that
site.... Try looking under "Ripping"...

The DVD is not copyrighted.
There's no explanation how to convert DVD vob files to mpeg 2
files
without
a recompression. There's only how to convert to DivX, Xvid with a
recompression.

Note that it is illegal to do this for copyrighted discs....
