Default Toggle Keys won't survive a reboot

I can see a reference here, but can't test it right now. They
list some registry entries you could access from Regedit.

"Flags"="63"

And that doesn't even mean the value is persistent. And that
registry key is likely for a different OS, as the posting is from 2006.
