Sure! There are many free utilities that can do a frame save. But
you don't need one because you have Snipping Tool under
Accessories. Run the video, halt at the place you want, save with
Snipping Tool.

And the developer here, thinks the Snipping Tool is quite potent, in
the sense that it cannot be stopped from capturing a frame from a
Flash movie. Initially, I was concerned that it wouldn't capture
Flash, but the OP in this thread seems to think it can.

I wonder if that includes all the various means of protecting Flash
? There is at least one plugin, used for DRM reasons, which I
thought could be used to control Flash capture.

I guess we'll see, when the OP tests it.

One problem with extracting a single frame from a video, is "motion
blur". If the scene in the movie is static for a second, the result
shouldn't look that bad.

I've just tried it out using a random youtube video.
I got it playing, chose full-screen size, stopped it,
snipped to desktop.
Then I opened it with irfanview (freeware) and that has the option to
set as wallpaper. But I edited it first with Irfanview because I'd
chosen full-screen snip and that contains taskbar.
