Hi,
Right click the msconfig.exe file in that folder, select copy.
Open Windows Explorer to:
C:\Windows\pchealth\helpctr\binaries
Then click edit/paste.
Or, click start/run and type cmd, then click ok. Type:
copy C:\Windows\ServicePackFiles\i386\msconfig.exe
C:\Windows\pchealth\helpctr\binaries\
and hit enter
