The implied step is to "Terminate explorer.exe" before doing the
regedit. Not as clear as it could be I'll admit.

Any idea why *NOT* terminating explorer.exe first causes a problem? The
only thing I can think of is that when explorer.exe closes it rewrites
the two registry values (notification area icon cache) exactly as they
were before removing them. Am I close?
