At this point, I don't know if this is malware, or
a hardware failure of some sort.

Have you done a Malwarebytes scan lately ?

As for how many times the drive can be powered
off, it should be a large number of times. The
motor switches to being a generator, and it uses
the energy stored in the platter, to generate
enough electricity to retract the heads up the
landing ramp. The heads do not park on the
platter surface, when the power goes off.
