Nothing less than .NET Framework 4 (back on Windows XP) is
listed as installable. For Windows 10, the tables says nothing
less than the included 4.7 is installable in the Creators
edition (which I have to assume is what you have).

FYI

The article and table only applies to requirements and o/s support for 4.5,
4.6, 4.7

The 'install-ability' of 3.5 in Win10 does not apply to that article/table.

3.5 will also install on 1709(Fall Creators Update), like 1703 Creators via
same route 'Turn Windows features on/off'
