Just follow the instructions and use drop-down list and you'll get an ISO.

You don't even need a serial number to download it but you'll need it
when installing. Windows 8.1 was generic because I downloaded it when
upgrading from 8 to 8.1 and I was also able to install it on an OEM
machine using this ISO.

You can go direct to Windows 10 using your Windows 8.1 serial number but
you want 8.1 so the link is what I provided.
