I have tried for months to get a Bluetooth dongle (tried 4 kinds) to

Wrong newsgroup; this is a Win XP group.

Here's an article* "How To Use Bluetooth Speakers In Ubuntu"

He was using Ub 15.04 Unity, but you didn't say which version or which
desktop environment. He was also using Inateck as opposed to Altec Lansing.

The article didn't say much except to see if your DE has Bluetooth
turned on and to let its bluetooth adapter find the corresponding device.

On this system, which is Mint Cinnamon 18.3, the bluetooth function
knows it doesn't have a bluetooth device much less a bluetooth target
device.

One way to see if your system sees the dongle is to use

lsusb

Report in a linux-oriented group which Ubuntu including which DE and
what lsusb shows.

I know this is XP group. I thought that there might be an alternative to bluetooth in sending sound to wireless headphones.

I have posted on many Ubuntu forums and no one has been able to help.

I guess BT is a hit or miss with Windows O.S.es as well.
