Quite possibly. However, OneNote starting at bootup is a recent event,
not something that happened when it was taken out of the box.

Hence my thought it was something her SO did out of ignorance.
Apparently he does a lot of this. :-(

It seems removing the one file has solved the problem. OneNote hasn't
started since removing the file. It may not be the smartest way of
doing it, but it wasn't my solution either.
