I don't understand the question. I can always open any folder that
exists (apart from a few that the system doesn't want me to have access
to, like System Volume Information) using Windows Explorer, so I presume
that's _not_ what you mean.

I have Firefox set to always ask me where to put downloads; however,
I've noticed that it remembers several starting points (for when it's
doing the asking) - I think it remembers one per source host.

You can see the folder it was put in, is remembered.
As is the URL it was downloaded from.


That would explain what I've found. In other words, if I download
another file from a host I've downloaded from before, it asks me where
to put it, but starts at where I put it last time I downloaded from that
host.
