It's Amateur Radio (Ham) speak (shorthand) mainly used when communicating
via Morse Code (CW) such as when signing off and telling the party 'Best
wishes' etc one would send --... ...-- (73), then when a newbie
(novice/LID) uses this shorthand in voice communications they will
incorrectly say seventy three's when they should be saying seven three
instead.

Bill incorrectly typed 73's instead 73, 73's is like saying Best wishes
Best wishes Best wishes Best wishes Best wishes Best wishes Best wishes
etc etc etc.
