Default Can't Find Disk Cleanup and Defrag anymore

So I guess something has gone wrong with the "start" function at the
bottom left of the screen, because all I find when getting to "System
Tools" by that route is one item, "Internet Explorer (No Add-ons)".

I would guess that your installation of System-Mechanic changed your menus.

You can still access those programs using your Start menu and the Run
function:

dfrg.msc
cleanmgr.exe

Then, your run menu will remember those programs so that you can access
them again with Run and the arrow on the R to get previous programs
you've run that way.
