Default "manage wireless networks" not visible

greets!

there are a couple of issues, made worse by the fact I'm trying to help
someone in Europe (I'm in US) plus I only have Windows 10 here.

she cannot get connected to the wifi where she is staying, a relative's
place. we have found that the laptop does connect to other friends' wireless!

(a) I tried to guide her to 'manage wireless networks' with the idea of forcing
Windows to "forget" the problem connection. it wasn't present under
"network and sharing center"! what could cause this?

(b) we found it in the 'connections' tab on the right bottom slide. I am not
sure we have succeeded, however, in getting Windows to 'forget' the profile
as we ran out of time. is this the right strategy to pursue? how to tell if it
has been 'forgotten'?

(c) I am considering asking her to venture to the command line and run
'sfc /scannow; plausible strategy?

or what would you suggest? grateful for any help. I am searching around;
see some ideas but so far at a loss.
