There are different properties. If you mean
right-click - Properties, the date created should
stay the same while the date last modified will be
updated.

If you mean EXIF data, there are different dates.
Usually there's at least DateTime and DateTimeOriginal.
I find that if I resize and even save as a new file name
in PSP16 it will conserve both. (Assuming I save the
EXIF data, which I normally strip.) But if I do something
like brighten the image and save it then DateTime changes.
Wacky. Those values are also editable. So what difference
does it make, really? It means little.
If you edit the image then it's not the same image,
so it shouldn't have the same date. On the other hand,
as long as you conserve the EXIF data you should still
have the DateTimeOriginal, in case you want to have
a record of when you took the original photo, which is
really the only reason to have that date. Alternatively,
you might include it in the file name or in the parent
folder name: NH vacation 2018.jpg
