Hi Bill
you need to create NTFS security permissions on these folders to give specific users rights to these files and deny rights to others. There are many NTFS permissions include deny copy etc.

NTFS is a risky area for the novice. My advice is to call IT support and get a certified Microsoft person to do it for you. It's not a big job.
