Default Clickable shortcut to local file?

Terry Pinnell wrote:

On my XP PC, with a local file selected in Explorer, I was able to
open the right-click context menu and select an entry which was worded
something like 'Send to clipboard as local link', or maybe 'Send to
clipboard in File protocol'. I would get a string like this:
file://C:/Docs/MYVIDE~1/Regulars/TGA/TE896C~1.PNG

From other applications, typically my text editor, I could then click
that to open the file.

Anyone know how to do that please, so that I can try it on my current
Win 10 PC?

In short, how to construct a clickable shortcut to a local file?
