Default A user don't have the permission to disconnect other user.

In article ,
says...

Good evening,
the problem i present is that, after a session is locked, a different user
cannot longer log in.
How can i surpass this?

Thanks in advance.

Only admin level users can close another users session. You do not want
to allow users to run as Admin level accounts.

If your computer is a home computer, enable FAST USER SWITCHING so that
you don't actually have to close the other person's session.
