I have seen that behaviour somewhere.

You
can include or exclude keyboard/mouse to cause
wake-up. There's no option to do something like
"mouse move over 1/2" wakes up computer. Since
at that point it's seemingly on BIOS level, there
would be no way to even calculate the movement.


Nope, it is not at bios level, unless the machine is also sleeping. I
understand we are talking of the display only being asleep.

Even with full machine being sleep, I have seen mouse movement not
waking up a machine, but clicking its button yes. With the current
complexity of the BIOS, I don't see a big problem coding this.


I don't see it as problematic. Excluding the mouse
works fine. I restart my computers by pressing the
spacebar.


Yes, that is another way.
