Default cannot right click on start menu

go to start menu, properties, under advanced tab, check the box "enable dragging and dropping"

Go to Start - Control Panel and double click Taskbar and Start Menu.
Click on the Start Menu tab.
Hit the Customize button.

2. If you're using the Classic menu, look in the "Advanced

I can't find where my post is located but your tip worked for me too.
My crash had crashed -- several times-- and I couldn't remember the
settings so I just clicked what made sense. Since my mouse wouldn't
bring up a menu on the Start Menu, I started searching for menus and
found your reply to Joe Davis. It worked for him so I tried it and it
worked for me. Thanks to all you guys who are willing to share your
knowledge with those of us who are still muddling our way through.
