Like I said yesterday, the fix is already available. The new
userChrome.css file for Firefox 65 is available he

How and where to place it hasn't changed from before (versions 57 to
64). Only the actual content of the .css has changed.

Checking just now, Google has pages and pages of links describing how to
add userChrome.css to Firefox 65 to address the tab location situation.
If you don't like the link above, there are many others from which to
choose.
