Suggestions:

Check your configuration settings in VLC. There are several settings there
that you could experiment with for the video playback. The fact that you're
getting pixelation suggests it's attempting to play the video, at least. Or
perhaps you could use an updated version of VLC.

Try Chrome and see if it plays in there. (IE8 is almost useless now on most
sites). Firefox (the XP version) is getting more problematic with time,
since the web is always changing, otherwise I would have suggested it, too.
