My system is 8.1 with that last update 1 with basically no tweaks. A
recent reload of the system (4 weeks ago). and I rarely see IE but its
there!


I don't want links I click to open IE. I don't use it either but I want
more than just to rarely see it. If 8.1 would respect my wishes, as
Microsoft says it will, I would be satisfied with not disabling it.
In XP I set Firefox as the default and those same links opened in fire
fox so they are not hard coded for IE.

That is only for the European windows where you must chose what browser
to install. IE is not even installed.

Where in there did you see for European users only? It's for all flavors
of Windows from "Windows XP, (to) Windows Vista, Windows 7, Windows 8,
Windows RT, Windows 8.1, and Windows RT 8.1 users"

It does not mention Europeans or for European edition of Windows.
And if it was only for European editions that don't have IE installed
why would they need to diasble IE?
