Default Deleting a persistant partition on a SSD.

I can't get rid of the right-most partition

I've tried reformatting just this partition and
forming a new simple disk with it, but I can't
delete it. I want to expand the left-side
partition to include it.

You've got the middle partition in the way. You need to move that to
the right and then you can expand the C partition into the free space.
The space must be unallocated, as it is. Try the minipartition tool
that has been suggested. I would also increase the size of the middle
partition to 1gig before moving it. It is the boot partition and I've
had problems with Win10 updates if it's too small.
