And the group in question ("Moderated") was proposed, RFDed,
voted on and it failed. After an excruciating discussion
of the merits of the group. Why would you try a second
(or a third) time?

have been fighting with one another for 20 years.
One incident involved a trip to court.
Why should they stop now ? Only the grave diggers
