Default Function Keys on Dell Laptop

Windows 10 Home, 64-bit, all current updates. Seems to be working
fine.

You know how F5 is supposed to put a time/datestamp on Notepad and/or
Wordpad when they are open and in focus? This works on all my other
computers, currently Windows 10 Pro and Windows XP. It worked all the
way back to Win9x.

On the brand new Dell it does not work. The Dell tech support
(warranty) doesn't know. Google searches are baffling and
confounding...

Anybody ever heard of this type issue before?

Thanks in advance.

On all of my OSs, including Win10 Home Premium, 16299.371, the Fn5 key
places the date in a Notepad file only, not in a Wordpad file.

My 'newish' Dell laptop does have two sets of actions launched by the
Fn1-Fn12 keys. One set of actions is launched by pressing any one of the
Fn1-Fn12 keys alone, while the other set of actions is launched by
pressing the Fn key (next to the Windows key) AND one of the Fn1-Fn12
keys, together with the Fn key.
