As the 911 commision reported Bush didn't do anything prior to 911
to stop it, eventhough receiving a PDB warning that an attack was
imminent possibly involving airplanes, a full month prior to 911.
So he was responsible for his administration's inaction in trying to
stop it.
He didn't want to stop it. His handlers knew how much he would
benefit from the attack. It's kind of like what Roosevelt didn't do
regarding Pearl Harbor.
