You might find Start 8 or Classic shell useful to set these things to your
liking, Classic shell is free, Start 8 is about 5 dollars.


I can certainly recommend Classic Shell for the second one.

For the first, what I do is to create a shortcut to explorer with the
following command line in the "target" field:

%windir%\explorer.exe /e,c:\

The /e gives the expanded view and makes c:\ the default folder which is
displayed in the right hand pane.
