What is "never activate" intended to do, then - I mean why is it offered?


It's like deleting the extension, except you can re-enable it easily (if
you find a site that really does require Flash), while with "ask to
activate" the site can detect the presence of Flash. Some sites prefer
(but don't require) Flash. I'd have it prefer the newer format, but some
people do it differently.
