Totally. This is an employee Authorized Use Policy (AUP) implementation. One corporate
AUP must be drafted and have all personnel sign it. Anyone caught violating the AUP can
be fired.

I also think the OP should get a FireWall appliance and filter out unwanted traffic
(traffic shaping ?) and content filtering blocking site access.
