That is a good question. I just install XPPro SP2, WMP, and Messenger.
They were all turn off by default and I had to turn them on. Could the
problem be that you are running an older version then I? Maybe you
don't use it or running a leak unfinished version.

Same here. Also, according to
http://messenger.ninemsn.com.au/Help/ceip.aspx

How can I join?
Your participation in the Customer Experience Improvement Program is
completely voluntary.

To join

1.. Click the Tools menu on the MSN Messenger main window.
2.. Click Options, and then click the General tab.
3.. Select the Allow Microsoft to collect anonymous information...
check box.

Sandi, that source doesn't say anything about the option being on or off
by default. It only says how to participate in the CEIP and obviously
that would be by ticking the option.

And if you thought the word "voluntary" means that the option is off by
default, then again, that isn't what it means. It means that you can
choose if you want to participate or not...

In other words: don't use such sources to backup arguments.

PS: The option is not ticked by default, but this source is not valid at
all to back this up!
