I had a very similar problem on a network PC when uploading to my
Websites or using FTP Upload via remote access also sending large e
mail files sometimes failed. Tried for ages to fix it but never
managed it, still don't know why. Uploads started at 56Ks and went
down to zip in under 30 seconds - not always but a good 50% of the
time. Since I could work around it I did not really chase it down too
hard I just used other machines and it became a backup server for a
while.

Eventually I re-installed the PCs XP installation after a MOBO
failiure / replacement and the problem vanished which led me to
suspect it was hardware related - but maybe not?
