Default Msconfig.exe Startup Tab is there but not TOOLS

I would make sure that you are using the same copy of [msconfig.exe] as stored in the
folder :

*%SystemRoot%\ServicePackFiles\i386

*(Assuming you have, indeed, installed SP3)
