Show us what equipment you have connected together, like this:

If you're using 8 wire or 4 wire or a crossover cable
(different color connector on either end), fill in the
details as appropriate. Imagine we were in the room with
you, trying to puzzle this out, and looking for visual
evidence.

I consider your symptoms to be pretty damn strange, because
the error codes are coming from PPPOE, which means somehow
it has concluded the interface is encapsulated. Yet, no
other networking attempts seem to work. It seems the
"interface is functional, without being functional".
A real puzzle.

There's got to be something you're doing, that we don't
normally do out here. I almost never do the first diagram
above, because of security considerations. I've only tested
that config for around a minute or so.

Networking boxes may also consist of modem/router in the
same box. A clever user can disable the router portion,
turning a modem/router back into a modem, and then making
it capable of throwing PPPOE 3 digit error codes when
connected to a PC.

So if you've custom-configured the first broadband box,
again, we need details to puzzle this out.

I think the three digit error codes are significant, but
only when you provide some context as to how you've wired
things up.
