Default MS Edge and Google Chrome will start up

That's a good question.

I wouldn't start on trying to repair Edge first, as it's a Metro App.
I don't even know if Windows Defender scans the Edge files or not.
The file manifest is probably designed to prevent modified files
from running. If it was damaged in that way, it should re-download
itself from the Windows App Store.

For conventional browsers, at least some of them have a Reset procedure.
Intended to wipe the equivalent of prefs.js. Make sure you have a backup
of C: before you start hammering stuff.

I can find a page like this for the Chromium project, but I don't
know if this requires a "debug" build, or would work with "release"
software. They show a tool here for manipulating the loglevel,
a program called "Sawbuck", at the bottom of the page.

Since both your Edge and Chrome are acting up, it does sound
like something has carried out a coordinated attack. Are any other
actual *web browsers* also broken ?


The two browsers I have, as I said, do not work. So I can't download
anything.

You have iexplore to test

if you want, both 32 bit and 64 bit versions. IE11 is still
present on the computer and can be used as another test case.

If you're bored, you can also try Adwcleaner. If has a scan
option, just so you can get some idea what is going on.
