I put a test into the string I got back from
fsutil. If there is a file lock problem, I
annotate it and send attrib's output instead.

I have to run attrib anyway as Raku's file exists
routine does not find hidden files and I have the
result kicking around for reuse anyway. I filed
a bug on it with Raku.
