When I boot my machine, I get a dialog with the title "Internet
Explorer cannot display the webpage". No hint of what program or

TAPI). No faxes can be sent or received until a fax device is
installed.
The outgoing routing rule is not valid because it cannot find a valid
device. The outgoing faxes that use this rule will not be routed.
Verify that the targeted device or devices (if routed to a group of
devices) is connected and installed correctly, and turned on. If
routed to a group, verify that the group is configured correctly.

How can I identify the source of this message, so I can deal with it?

This problem can be caused by a variety of issues, including:
Internet connectivity has been lost.
The website is temporarily unavailable.
The Domain Name Server (DNS) is not reachable.
The Domain Name Server (DNS) does not have a listing for the
website's domain.
Have you recently installed or updated an HP printer or all-in-one? The
2 HP files are generally associated with the PSC all-in-one series,
which are printer, scanner/copier, and/or fax in one.
Go to Start, Run, type in MSCONFIG and press enter. Look on the Startup
tab and see if there is anything you don't recognize.
Along with what you have for malware detection, you might try
MalwareBytes (free version) http://www.malwarebytes.org/mbam.php and
SuperAntiSpyware Free http://www.superantispyware.com/download.html .
You can always uninstall them later if you don't want them.

I do have a PSC2175, it's not a new install.
The latest install I can think of that may be associated it DSL service
from AT&T. There are 2 AT&T items shown by msconfig (I prefer AutoRunS).
I didn't disable them.
I do have MalwareBytes. I DL'd SuperAntiSpyWare and it found a bunch of
tracking cookies (no surprise), and a fairly nasty 'lil critter,
ASPRTMM1.dll. Those were all quarantined, and I re-booted, and still got
the dialog.
If you don't have a fax, you can uninstall it if it shows under Printers
and Faxes, or disable the fax service in Services.
Try disabling the AT&T items as a test. You can always re-enable them
later. If there is a service associated with the items, try setting them
as Manual instead of Automatic (if they're set as such).
Are there any settings in the AT&T program that tell it to check for
updates on boot-up?
BINGO! It was one of the AT&T apps. I couldn't find a setting in the
software to configure it to not run at startup. I'll contact AT&T to see
what they have to say.
