I first got it back I said to myself, "I should write that CLSID down". I
thought it would be easy to find if I forgot and now it's become a
nightmare. Someone must know what it is.

I don't think there is such a shell extension to call the CreateHardLink
function, you were probably using a third party tool like Ntfslink to see
this context menu item.
